DOMESTIC.TXT by Paul Edwards ============================================================================= THE UNILATERAL RENEGOTIATION AND ITS CONSEQUENCES A systems analysis of what went wrong with the family ============================================================================= THE FUNCTIONAL SYSTEM ---------------------- For most of human history, the division of labour between men and women was roughly as follows: men managed the external world - hunting, defence, trade, paid work. Women managed the domestic world - household, children, community. Both contributions were essential. Both were understood as such. The system was imperfect. Women with genuine aptitude for external work were often excluded from it. The domestic role carried less formal status than external work even when its contribution was understood to be essential. These were real costs. But the system was functional in a specific and important sense: it produced children, stable households, and generational continuity. The species reproduced itself. Communities persisted. Knowledge and culture were transmitted to the next generation. Functional does not mean ideal. It means the system achieved its basic purpose. THE UNILATERAL CHANGE ---------------------- The feminist movement of the 1960s and 1970s identified a genuine injustice - women with aptitude and desire for external work were excluded from it by cultural expectation and sometimes by law. The campaign for equal workplace participation, equal pay, and equal legal rights was a legitimate response to a real problem. But the campaign changed one side of a functional system without renegotiating the whole system. Several assumptions were made that were never validated: ASSUMPTION 1: Men would redistribute domestic labour to match women's increased external participation. This assumed men would voluntarily accept 1.5 shifts - full external work plus a significant share of domestic work - as the price of women's workforce participation. Men never agreed to this. It was not negotiated. It was assumed. The assumption contradicted millions of years of division of labour hardware. The domestic role was not part of men's evolved disposition in the way it was part of women's. Expecting it to change in one generation through cultural messaging was optimistic at best. The result was predictable and has been documented: women took on external work but domestic labour did not redistribute equally. Women ended up doing both - the "second shift" that Arlie Hochschild documented in 1989 and that remains accurate today. The man doing 1.5 shifts against his evolutionary hardware and without agreement simply did not materialise at scale. ASSUMPTION 2: The domestic role would retain its cultural value as women moved into external work. The opposite happened. As external economic participation became the measure of a person's contribution, the domestic role - which produces no monetised output - became culturally invisible. The woman who chose the domestic path was increasingly understood as having failed to achieve something rather than having chosen something of genuine value. ASSUMPTION 3: The economics of family formation would remain viable. They did not. The dual income household became the norm. The mortgage market absorbed the second income into lending calculations. Housing prices rose to the ceiling of what dual income households could borrow. The single income household - the economic foundation of the domestic arrangement - became unaffordable for most families. The woman who genuinely preferred the domestic path found that preference economically unavailable. Not prohibited. Priced out. THE ANTI-FAMILY ECONOMICS -------------------------- The most concrete mechanism of destruction was the dual income mortgage. When lenders began calculating borrowing capacity on the basis of two incomes combined, housing prices rose to absorb that capacity. This is a simple market mechanism - if buyers can borrow more, sellers charge more, prices rise until they meet the new ceiling of borrowing capacity. The consequence: housing now requires two incomes to service. The second income, which was supposed to improve family living standards and expand women's choices, was captured entirely by the mortgage market. The family is no better off materially. The woman has lost the choice to not work. The domestic role has lost its economic viability. Permitting dual income mortgage lending was an anti-family economic decision. It was not framed as such. It was framed as expanding access to credit. The system consequence - making the single income family unviable - was not analysed. THE CORRECT BEDROCK POLICY: Phase out dual income mortgage lending over ten years, applying only to new loans. The destination is that each borrower's capacity is assessed on their individual income alone. The transition is staggered to avoid a sudden market shock: Year 1: 90% of second income counts toward borrowing capacity Year 2: 80% Year 3: 70% ...continuing until Year 10: 0% Existing borrowers are not retrospectively affected. New borrowers entering the market face the staggered reduction from the policy's commencement date. The consequences of this policy: Housing prices recalibrate gradually to single income borrowing capacity over the decade rather than in a cliff-edge correction. The single income family becomes economically viable again. The woman who prefers the domestic path can make that choice without destroying the household finances. The man who prefers the domestic path can make the same choice. Both options become genuinely available rather than theoretically available but practically impossible. Existing homeowners see asset values adjust downward gradually rather than facing immediate negative equity. The transition is politically survivable while achieving the correct structural destination. THE CULTURAL DEVALUATION ------------------------- Parallel to the economic destruction was a cultural one. The educational system presents external economic participation as the measure of a person's value. Academic achievement, career outcomes, economic contribution - these are what the school system tracks, rewards, and prepares students for. The domestic role does not appear in this value system. By the time a young woman reaches adulthood she has received fifteen years of continuous messaging that her value is measured by her economic output. The domestic choice is experienced not as choosing something of genuine worth but as opting out of worth entirely. This framing is false. The domestic role - managing a household, raising children well, maintaining the stable family environment that the next generation's development requires - is skilled, important, and the species depends on it. It was understood as such for most of human history. It is no longer understood as such in contemporary Western culture. The reframing came partly from the Frankfurt School tradition that identified the traditional family as an instrument of oppression to be dismantled. The domestic role was recast as subjugation. Financial independence was recast as liberation. The woman who chose the domestic path was recast as having failed to achieve liberation. This reframing served an ideological purpose. It does not accurately describe the domestic role or the women who perform it well. THE CORRECT CULTURAL POSITION: The domestic role is a genuine vocation of genuine importance. Choosing it is not a failure. Performing it well is a contribution that the species cannot do without. The educational system should present it as one legitimate and honourable path among several - not as the fallback for those who couldn't do anything else. THE UNAGREED OBLIGATION ------------------------ The expectation that men would take on equal domestic labour was an obligation imposed without agreement. The previous arrangement had a clear implicit deal. Men provided external income and security. Women provided domestic management and child-rearing. Both contributions were different in nature but roughly equivalent in importance. The deal was understood by both parties even without being explicitly stated. The feminist movement proposed a new arrangement: women would take on external work in addition to or instead of domestic work, and men would correspondingly take on domestic work. Men did not agree to this. They were not asked. The new expectation was cultural - imposed through changing social norms rather than negotiated between parties. The hardware did not comply. Men who grew up watching their mothers do all the housework had that as their default. The evolved disposition toward the external role did not change in a generation because the cultural expectation changed. The domestic redistribution that was assumed to be the counterpart of women's external participation mostly did not happen. The man doing 1.5 shifts - full external work plus significant domestic contribution - against millions of years of division of labour, without having agreed to the new arrangement, and without the evolved disposition to make it natural, is a fantasy that the birth rates have exposed as such. THE MALE OPT-OUT ----------------- When men are presented with an impossible choice, a rational response is to opt out of both options. The man who wants the traditional arrangement - a domestic partner managing the household while he provides externally - cannot afford it. The dual income mortgage market has priced single income housing beyond reach for most. The man who accepts the alternative - equal domestic labour, 1.5 shifts, obligations he never agreed to - is taking on something that contradicts his hardware, was never negotiated, and comes with additional risks: divorce rates running at roughly 50%, initiated predominantly by women, with family court outcomes that typically favour mothers in custody disputes and impose ongoing financial obligations on fathers. The rational male calculation: both available options are worse than no deal. The response to this calculation has a name. MGTOW - Men Going Their Own Way - is the phenomenon of men opting out of marriage and family formation entirely. Not from misogyny in its basic form but from rational risk assessment. The deal on offer is bad. Declining the deal is the logical response. The demographic consequence compounds the damage already done. The birth rate collapse was already underway from women opting out of childbearing under deteriorating conditions. MGTOW adds male opt-out from family formation to the same trajectory. Both sexes are simultaneously withdrawing from the family formation that produces the next generation. The system managed to simultaneously remove the incentives for both sexes to form families. This is a remarkable achievement in the wrong direction. Millions of years of evolved family formation behaviour, dismantled in two generations - not through conquest or catastrophe but through a combination of well-intentioned advocacy, unexamined economic policy, and cultural messaging that nobody traced to its system consequences. The MGTOW response is not a solution. It is a symptom. The solution is a renegotiated system in which the deal on offer is good enough that both men and women choose family formation. The renegotiation is documented below. THE SYSTEM CONSEQUENCES ------------------------ The unilateral change to one side of a functional system without renegotiating the whole produced predictable consequences: Women took on external work. Domestic labour did not redistribute. Women did both. The second shift became the norm. The domestic role was culturally devalued. Women who preferred it experienced social pressure to participate externally regardless of preference. The dual income mortgage captured the second income. Housing became unaffordable on a single income. The domestic choice became economically impossible for most. The conditions for having children deteriorated. Both parents working, housing expensive, the domestic role devalued, the child-rearing contribution unrecognised. Birth rates fell. The pension system, designed for higher birth rates, required immigration to maintain its worker-to-retiree ratio. Immigration added housing demand. The planning system blocked supply. Unaffordability worsened. South Korea at 0.7 birth rate is the endpoint of this trajectory run to completion in one generation. Australia, the UK, and most Western countries are on the same curve at different points. This is what happens when you change one side of a functional system without renegotiating the whole. THE RENEGOTIATION ------------------ The system needs renegotiating with all variables on the table simultaneously. Not reverting to 1960. Not continuing the current trajectory. Designing a system that works. The negotiation requires: ECONOMIC FOUNDATION: Phase out dual income mortgage lending over ten years. The destination is that each borrower's capacity is assessed on their individual income alone. The transition is staggered to avoid a sudden market shock: Year 1: 90% of second income counts toward borrowing capacity Year 2: 80% Year 3: 70% ...continuing until Year 10: 0% The phase-in applies to new loans only. Existing borrowers made decisions under the old rules and are not retrospectively penalised. New borrowers entering the market face the staggered reduction from the policy's commencement date. Housing prices recalibrate gradually to single income borrowing capacity over the decade. The single income family becomes economically viable again. The woman who prefers the domestic path can make that choice without destroying the household finances. Both options become genuinely available rather than theoretically available but practically impossible. Existing homeowners see asset values adjust downward gradually rather than in a cliff-edge correction. The transition is politically defensible - no asset crashes tomorrow - while achieving the structural destination. CULTURAL FOUNDATION: Restore recognition of the domestic role as a genuine vocation of genuine importance. The educational system should present it as one honourable path among several. The woman or man who chooses it is contributing something the species cannot do without. HONEST ACCOUNTING OF MALE OBLIGATION: The expectation that men will do 1.5 shifts against their evolutionary hardware and without agreement is not a negotiating position. It is a fantasy. Any renegotiation of the system must acknowledge what men will actually do rather than what they are supposed to want to do. GENUINE CHOICE: The goal is a system where both paths - external participation and domestic management - are genuinely available to both men and women, economically viable, and culturally recognised as valuable. The feminist project was right that the 1960 system didn't offer genuine choice to women who wanted external participation. The correct response is genuine choice in both directions, not compulsion toward external participation. DEMOGRAPHIC SUSTAINABILITY: The renegotiated system must produce enough children to sustain itself without a pension ponzi requiring mass immigration. This constrains what arrangements are viable at population scale. A system that produces 0.7 children per woman is not a stable endpoint regardless of how many individual preferences it satisfies. THE HONEST CONCLUSION ---------------------- The feminist movement identified a real injustice and pursued a legitimate remedy. The injustice was real. The remedy changed one variable in a complex system without tracing the system consequences. The consequences were not predicted because nobody was running the full system analysis. The analysis done retrospectively shows: the change was unilateral, the obligations imposed were unilateral, the economics were not redesigned to support the new arrangement, and the cultural devaluation of the domestic role was not counterbalanced by recognition of its genuine importance. The birth rates are the output of the system as redesigned. They are telling us something that is not being heard in political discourse. This document is the hearing. ============================================================================= Paul Edwards Ligao, Philippines 2026 =============================================================================
