It is designed to fire on ACHIEVEMENT: solving a problem, protecting the weak, securing a mate, finding food, winning a competition. Drugs are a shortcut. They deliver the dopamine signal without the action. This is not inherently immoral. It is a short-circuit of the reward system. The problem is not the drug. The problem is the ENVIRONMENT. - In a functioning environment (Ligao), the tribe provides dopamine: status, community, children, honour. The drug is unnecessary. - In a broken environment (Australia), dopamine is scarce. The drug is a rational survival strategy to escape the extraction machine. ---------------------------------------------------------------------- THE AGENCY TEST (From consent.txt) The Age of Agency (16) defines who can enter contracts. A person who cannot audit reality cannot exercise agency. - If the drug REMOVES AGENCY (heroin, meth, fentanyl, heavy alcohol): The user is engaging in SELF-SUBJUGATION. They are permanently incapacitating their own capacity to audit. The state is justified in INTERVENTION (rehabilitation, forced treatment), NOT PUNISHMENT (prison). Prison is subjugation. Treatment is correction. - If the drug DOES NOT REMOVE AGENCY (cannabis, psychedelics, light alcohol, caffeine): The user retains the capacity to audit. The state has no rational basis for prohibition. State supply is unnecessary for caffeine; nicotine supply is part of the state tobacco monopoly. ------------------------------------------------------------------------ WHY STATE DEALING IS THE CORRECT BAND-AID Current prohibition creates a black market. The black market is violent, unregulated, and untaxed. Cartels profit. Users die from fentanyl poisoning. Dealers are imprisoned or killed, but the supply never stops. State dealing removes the black market: - Cartels lose their profit motive. - Product is pure and dosed (no fentanyl). - Price is controlled and affordable. - Revenue funds treatment and environment reconstruction. - Dealers are not punished--they are made irrelevant. The Rational Test: PASS (removes the black market violence). The Humanist Test: PASS (reduces death, funds healing). The Non-Subjugating Test: PASS (users retain choice; no one is forced). This is a band-aid, not a solution. The solution is fixing the environment (see domestic.txt, endtimes.txt, social.txt). But a band-aid is better than an open wound. The band-aid stops the bleeding while you fix the underlying infection. ------------------------------------------------------------------------ THE SMOKER DISTINCTION Smoking is NOT a dopamine bypass. It is a FALSE FIRE ALARM. The nicotine provides a dopamine hit, but the smoke itself is a biological threat signal to the tribe. Therefore, smoking is documented separately in smoke.txt. Drugs are a self-subjugation problem. Smoke is a tribe-endangerment problem. They are not the same category and must not be confused. ------------------------------------------------------------------------ THE ENVIRONMENT FIX In Ligao, the social fabric is intact. The extended family, the barangay, the community checks--all function. A person in Ligao who uses drugs is less likely to spiral because the environment provides alternative dopamine sources. In Australia, the social fabric is dissolved. The drugs are a symptom of the failed state. The correct intervention is not the war on drugs. It is the reconstruction of the alloparenting network, the restoration of the tribe, and the removal of the extraction machine. State dealing is the bridge to that reconstruction.
