THE GUILD'S FRAME (Category 3)

The current legal framework treats cigarette smoke as "pollution" or
"second-hand smoke." It is regulated by health warnings, taxes, and
distance restrictions. The conversation is about cancer risk, health
costs, and individual choice.

This frame is wrong. It is a Category 3 consensus designed to protect
the smoker's "rights" while ignoring the biological reality of the
non-smoker.

THE HARDWARE FRAME (Category 1)

The hardware does not read smoke as "pollution."

It reads smoke as FIRE.

Fire is the oldest existential threat to the tribe. The amygdala is
hardwired to detect smoke and trigger an immediate survival response:
alert, flee, or extinguish. The alpha's job is to maintain vigilance
over the camp's perimeter. A false fire alarm is not a nuisance. It is
a hostile act against the tribe's genetic security.

When a smoker lights up within range of a residential window, they are
deliberately introducing a fire signal into the tribe's threat
detection system. The non-smoker's stress response is not a
"preference." It is a biological override that cannot be voluntarily
suppressed.

Therefore, the smoker is not a "polluter." They are a
**False Fire Alarm Perpetrator**. The crime is not misdemeanor
pollution. It is **Reckless Camp Endangerment**.

THE STRUCTURAL DYNAMIC

In a functioning tribe, the alpha detects the fire signal and the beta
extinguishes the source. The beta does not demand the alpha close the
window and tolerate the smoke.

In the current failed state, the opposite occurs:

- The beta smoker demands the alpha adjust.
- The state enforces the beta's right to poison the air.
- The alpha is told to buy a fan, close the window, or "just get over
  it."

This is not a neutral policy. It is a STRUCTURAL SUBJUGATION of the
defender (alpha) by the defector (beta). The state rewards the false
alarm and punishes the vigilance.

THE CORRECT RESPONSE: CONSTITUTIONAL DISENFRANCHISEMENT

Execution is disproportionate. It fails the Humanist test (annihilates
a potential converter) and the Non-Subjugating test (removes agency
permanently for a reversible crime).

Exile is the correct engineering response. But physical exile requires
guns. The betas have more guns. Physical confrontation is a losing
strategy.

The correct structural response is:

1. CONSTITUTIONAL AMENDMENT (during the crash window):
   "The right to clean, unpoisoned air is inalienable. Any act that
   introduces detectable smoke into another citizen's private
   residence without explicit, revocable consent is classified as
   assault on the tribe. Conviction results in immediate loss of
   voting rights and eviction from the residential zone."

2. SUPPLY CHAIN LEVERAGE (post-crash implementation):
   The alpha does not need a gun. The alpha controls the food, water,
   and power distribution network. The smoker who refuses to move
   500 meters downwind is cut off from the supply chain. The betas
   will move to get their food. They will not shoot the person
   providing the food—they will shoot the person threatening the food
   supply.

3. PERMANENT LOSS OF FRANCHISE:
   The smoker is not killed. They are reduced to a non-voting,
   non-residential status. They can still exist, but they cannot
   pollute the nest or vote to protect their pollution. The democracy
   is restored—but without the false alarm voter block.

THE BOTTOM LINE

Smokers are not victims. They are false alarm perpetrators.

The alpha is not a victim. The alpha is the defender whose vigilance
is being structurally undermined.

The state is the enforcer of the false alarm. The state must be
replaced or amended during the crash.

The execution impulse is a trap. It makes the alpha the aggressor.

The correct alpha move is constitutional disenfranchisement +
supply chain leverage.

The smoke stops. The alpha breathes. The betas lose their vote.

The logic holds. The queue is not long.
